Prime Minister of Ukraine

Leader of the Bloc of Yulia Tymoshenko, and Head of the Batkivshchyna Party.

Ms. Tymoshenko was a key leader of the Orange Revolution, a popular uprising against massive electoral fraud during the 2004 Presidential elections. Following the overthrow of the Kuchma regime through free and fair elections, she became Ukraine’s first female Prime Minister.

Ms. Tymoshenko began her political career in 1996 and was elected to the Verkhovna Rada from the Kirovohrad region, winning a record 92.3 percent of the vote in her constituency. She was re-elected in 1998, 2002 and 2006. In 1998, she became Chair of the Parliamentary Budget Committee.

From 1999 to 2001, Ms. Tymoshenko was the Deputy Prime Minister for Fuel and Energy in the cabinet of Prime Minister Viktor Yushchenko.

Ms. Tymoshenko graduated from Dnipropetrovsk State University with a degree in economics in 1984 and went on to earn a PhD in economics.

First Vice Prime Minister of Ukraine

Oleksandr V. Turchynov is Vice-Chairman of BYuT and was most recently a member on the Regulations, Deputy Ethics and Organization of Operations Committee.

He was first elected to parliament in 1998 as a representative of the Hromada Party, where he chaired the Budget Committee. Mr. Turchynov was re‐elected to parliament in 2002 and 2006 as part of the BYuT party slate.

On 4 February 2005, Mr. Turchynov was appointed and served as the first‐ever civilian head of the Security Service of Ukraine (SBU).

Mr. Turchynov was director of the Economic Reforms Institute (Kyiv) from January 1994 to March 1998 and was head of the Ukrainian National Academy of Sciences’ Laboratory of Shadow Economy Research. He is also a founder and was a member of the All‐Ukrainian Hromada Association from December 1993 to May 1999.

Mr. Turchynov graduated from the Dnipropetrovsk Metallurgical Institute in 1986 and completed his first PhD in economics in 1995. He received a second doctoral degree in 1997 with the thesis
ʺShadow Economy (Research Methodology and Mechanisms of Functioning).”

Vice Prime Minister of Ukraine

Dr. Hryhoriy Nemyria serves as Ukraine’s Vice Prime Minister for European Integration and is a parliament deputy of the Bloc of Yulia Tymoshenko (BYuT).

While BYuT was in Opposition, Dr. Nemyria was the Foreign Policy Advisor to Yulia Tymoshenko. He also served as Vice-Chairman of the party, Deputy Head of the BYuT parliamentary delegation and chairman of the parliament’s Subcommittee on European and Euro-Atlantic Integration. In 2005, Dr. Nemyria served as Foreign Policy and European Integration Advisor to Ms. Tymoshenko during her previous term as Prime Minister.

In addition to parliamentary and political duties, Dr. Nemyria is a Founder and Director of the academic Center for European and International Studies (CEIS) and Honorary Chair of the Department for European Integration at the National Academy of Public Administration.

Minister of Transport and Communications of Ukraine

Mr. Vinsky is Deputy Head of the Fatherland Party, which is part of the Bloc of Yulia Tymoshenko (BYuT). He was first elected to Parliament in 1994 and most recently served as a member of the Budget Committee.

Mr. Vinsky holds degrees in Agricultural Mechanical Engineering and Political Science. He began his career in 1977 as the chief engineer of the Shchors State Farm in Sosnivka, Rivne District. From 1981 to 1991, he held several local political positions in Kamyanets-Podilsky District and Khmelnytsky District. Mr. Vinsky served as head of the “Belarus” Technical Center from 1991 until his election to Parliament in 1994.

Mr. Vinsky is married and has one daughter. He and his family reside in Kyiv.

Minister for Finance of Ukraine

Dr. Victor M. Pynzenyk is the founder and head of the Reforms and Order Party, which has formed an alliance with the Bloc of Yulia Tymoshenko (BYuT) for the 2007 Parliamentary elections. Dr. Pynzenyk was elected to the first Ukrainian Parliament in 1991 following Ukraine’s declaration of independence. He has served in Parliament or in high-level government positions since that time, including Vice Prime Minister (1994-1997) and most recently as Minister of Finance from 2005 to 2006.

A distinguished economist and proponent of market reforms, Dr. Pynzenyk holds degrees in economics from I. Franko State University in Lviv, Lviv Polytechnic Institute and Moscow State University. He began working as a professor in 1975 and served as chair of the Department of Economics at I. Franko State University from 1991 to 1992. Dr. Pynzenyk has written four books and over 400 articles on economic reform and management.

Minister of Labor and Social Policy of Ukraine

Liudmyla Denysova was first elected to Parliament in 2006 as a member of the Bloc of Yulia Tymoshenko (BYuT) and served as Deputy Chair of the Social Policy and Labor Committee. She became a national politician following a distinguished regional political career in the Ukrainian Autonomous Republic of Crimea, where she served as Minister of Economy, Minister of Finance and head of the Treasury Department. For her service, she was named Politician of the Year in 2001.

Before becoming a politician, Ms. Denysova worked as a preschool teacher in the Russian city of Arkhangelsk. She holds degrees in law and economics, respectively, from Leningrad State University and Tavria Institute of Business and Law.

Along with her political career, Ms. Denysova has founded two non-governmental organizations, “Movement” and “Transparent Power,” and she is a co-author of the Fair Pension Program in Crimea. She also chaired the Oversight Council of Humateks Corporation from 2003 to 2006.

Dr. Mykola Volodymyrovych Tomenko is Deputy Head of the Bloc of Yulia Tymoshenko (BYuT). He was first elected to Parliament in 2002 and has chaired the Committee on Freedom of Speech and the Committee on Family, Youth, Sport and Tourism. Dr. Tomenko most recently served as Deputy Chairman of the Ukrainian Parliament from February to May 2007.

Dr. Tomenko is a noted historian and academic in Ukraine. He has been Director of the Post-Communism Society Institute since 1995 and has chaired the Political Science Department at Ukraine’s oldest university, the Kyiv-Mohyla Academy, since 1997. In 1998, Dr. Tomenko was named Director of the Policy Institute, and he served as head of the Main Department for Press and Information for the City of Kyiv from 2000 to 2001.

Dr. Tomenko received his Bachelor’s Degree and his Doctorate in History from Shevchenko State University in Kyiv. He has authored approximately 100 monographs and articles.
