PROGRAM OF THE ALL-UKRAINIAN UNION “BATKIVSHCHYNA”
The political party “All-Ukrainian Union “Batkivshchyna” is a democratic party with a patriotic and reformist orientation. It unites groups across Ukraine’s population and has nationwide appeal.

Ukraine’s journey to becoming an independent state is well documented historically. However, Ukraine’s historical destiny is by no means fully decided. We need purposeful efforts from our citizens and leaders to reform, modernise and democratise our country, its economy, and its political and social systems.

We need a state to serve the people rather than people for the state. We therefore strongly support the creation of a civil society based on justice and the rule of law – a society that is free from any vestige of authoritarianism and totalitarianism. We are committed to enhancing the overall efficiency of Ukraine’s parliamentary government, executive power, local government and regional development.
The ideological basis of the Party is based upon a combination of national, democratic and Christian values, reformism, patriotism, solidarity, responsibility, citizens’ rights and freedoms. The Party supports the formation of a just society that promotes the prosperity of its citizens, and transformation of Ukraine to become a competitive European-style nation. The Party believes that social progress is impossible without real democracy. A priority is the democratisation of the state and society and combating neo-totalitarianism.

The citizens of Ukraine must become responsible, active carriers and guarantors of democracy.

We will strive for the formation in Ukraine of a system of proper European-type state management. We support the implementation of administrative reforms that will replace old bureaucratic systems of power.

We believe that the greatness of our nation should be based upon the well-being of our citizens. Prosperous citizens make for a wealthy and strong state.

A central issue is the efficient democratisation of power – the formation of a new system of people power based upon genuine democracy rather than demagogy and populism. Ukraine has all the prerequisites needed to form an efficient system of democracy.

Our party has demonstrated that it possesses the intellectual capital to win the parliamentary elections and to form a political majority, and head the Government. We will fight for a fully-fledged, independent judicial system in Ukraine, which will ensure that all citizens are equal and responsible for their actions in accordance with the Constitution and the rule of law.
A just society that supports the prosperity of its citizens will be built in Ukraine only through the democratisation and development of an efficient entrepreneurial market economy. To achieve this, Ukraine must become a united and consolidated nation, a single family of responsible citizens adhering to the tenet of a just society. We must overcome the current split in society, for democracy and poverty are incompatible phenomena. Democracy is impossible without nurturing the prosperity of citizens; for citizens without property are the perfect feedstock for dictatorships.

The Party sees its principal goal as the formation of society based on equal opportunities; in which we are able to promote and secure a prosperous European standard of living for all citizens. Efficient economic reforms will contribute to a better life for the people.

The Party believes that the formation of a new civil society in Ukraine is possible only through the progressive, evolutionary reformation of power – reforms that influence positively both the economy and moral values. Such reforms will eliminate any possible return to totalitarianism and the tragic social experiments that, in the past, have impacted our nation and society. The consolidation and development of the independent nationhood of Ukraine, the protection of its national interests and the building of a just society, are the basic principles that underpin internal and external long-term policies of the Party.

The formation in Ukraine of a new democratic society will take considerable time and will likely embrace the first quarter of the 21st century. We must do our best to make the Ukrainian population a single nation, able to decide its destiny, and become a great European country.

Stages of Fulfillment:

Stage 1: The immediate task is to help Ukraine out of a deep systemic political and economic crisis, and to make entrepreneurship a driving factor behind the country’s economic revival. This will help create wealth, generate jobs and raise the income level of the population to levels enjoyed by the prosperous countries of Central and Eastern Europe. Tax, budget and administrative reforms will have a special role in the process of leading the economy out of the shadows. An immediate priority for the Party is to revive the domestic markets and boost national production. This will create proper conditions for investment and formation of national capital.

Stage 2: The main second stage task involves a deep structural transformation of the economy towards a post-industrial, information-innovative economy. This will draw Ukraine closer to European levels of economic development.

Stage 3: The main task in this stage is to strengthen Ukraine’s information and innovative capabilities. This will foster an environment that will enable a transition to the economic levels enjoyed by the developed countries of Europe and the world.
With such an ideology and development strategy, the Party is committed to reconciling interests of economic efficiency and competitiveness. It seeks stable development and to make methods of production more environmentally-friendly. Also important is adherence to market principles and to put in place modern and efficient forms of state regulation.

The objective of the state strategy is the development of an environment to make Ukrainian industry and its products more competitive both domestically and internationally.

We support active and effective international co-operation based upon equal political and economic relations between countries. Protection of national interests and security are key principles guiding Ukraine’s integration into international and European structures. The gradual integration of Ukraine into Europe and its preparation and possible future accession to the European Union, represents the most important programme for the nation and state over the next decade. However, Ukraine’s integration into the political and economical structures of Europe will be made possible only through sustained economic growth, increased competitiveness, the democratisation of society, and by protecting the rights of its citizens.

The Party seeks mutually beneficial political and economic co-operation with all countries. It sees this as key to strengthening Ukraine’s role internationally and supporting regional co-operation with Ukraine’s Central and Eastern European neighbours.

National security and the secure ongoing development of Ukraine must remain the highest state priorities in developing equal strategic partnerships with Russia, the USA and other major countries.
The Party’s political strategy is based upon the ideology of democracy, solidarity and reformism. Democratisation of the country, formation of a system of true people power, and the efficient enhancement of parliamentary government are the most important priorities of our political strategy today.

The party believes that a fundamental improvement in the quality and development of society is a world-wide objective for the 21st century and the strategic goal of Ukraine in the coming years. The Party pays special attention to protecting human and civil rights, and supports the principles of liberalization, humanization and intellectualization in the social development of the nation. In its political strategy and practical activity, it will orientate itself to the comprehensive development of political action and responsibility. It will protect the rights of Ukrainian citizens to express themselves in action and thought.

The Party realises that, at this present transitional stage, Ukrainian society is still not politically structured. Some forces exploit the artificial division of Ukraine along East and West lines. Our task is to foster and accelerate the unification of the nation for the purpose of turning Ukraine into a prosperous and powerful European state.

One of the main tasks of the Party’s political strategy is to seek international co-operation and internal social compromise.
The Party believes that the most important task of the new Ukrainian state is to create conditions that will enhance the quality of life for citizens, gradually bringing it up to European standards. The Party will do its best to make permanent enhancements to the quality and level of human and social development – these being the main criterion to effectively evaluate the power of the state.

The Party stands for fruitful co-operation with political forces worldwide: those that support the independence of Ukraine promote the prosperity of its people and the creation of a new, fair and democratic society that is able to protect human rights and freedoms.

The Party stands for urgent implementation of reform of the political system and system of state power in Ukraine; for the reinforcement of parliamentary government; for a clear constitutional separation of powers and responsibilities of legislative and executive power; and for a strong and independent judiciary.

The Party will promote the development of all forms of local self-government. It stands for the development of strong regional policies and, sets as a high priority, a reinforcement of the role of regional authorities to promote socio-economic development.

Ukraine faces a long, complicated and difficult path to building a highly-developed European nation and democratic society.

The Party aims to become a nationwide centrist political force. It will contribute to solving issues on regional policy making with the objective of improving the overall system of local self-government, while taking into account the nationwide interests of Ukraine as well as the European Charter on Local Self-Government.

In the area of state construction the Party will:
  • contribute to improving the international competitiveness of the Ukrainian state. It will continue its course for the effective integration of Ukrainian institutions into European structures, especially those of the European Union;
  • ensure realisation of an active, independent and predictable foreign policy for Ukraine, including the regional policy;
  • seek the implementation of military reforms and transition to modern Armed Forces. These will comprise of professionals, resulting in the simultaneous reduction in the number of military personnel;
  • seek the restructuring of state law-enforcement agencies, and the creation of an independent judiciary in accordance with international legal acts;
  • implement an efficient system of anti-corruption control across all state machinery;
  • ensure the timely realisation of administrative reforms and transition to a functional structure for state administration;
  • grant the parliamentary opposition the constitutional status of a state institution for public control of the executive power;
  • foster the unification of the Ukrainian political nation, and the development of friendly relations, solidarity and unity of all peoples and ethnicities living in Ukraine.
The Party bases its political strategy for Ukraine’s progressive reformation on the liberal-democratic principles of revival, renewal and modernisation. We recognise the priority of human rights and freedoms for citizens over the rights of the state and government and public organisations. We recognise and will protect the human rights of individuals to freely choose their job, place of residence, and the responsibly of a person for his or her own destiny.

We are against all authoritative efforts to restrict democracy and put it under the control of a state leader or state bureaucracy. We believe in power for people rather than people for power.
The Party considers the following tasks as urgent:
  • to preserve the values and principles of humanity and human dignity. To ensure the realisation of rights and freedoms of every human being; the rights of national minorities; the equality of women and men;
  • to promote the leading role of women in the democratisation and humanisation of society;
  • to provide the population with competitive levels of professional education; youth education; training and work;
  • to seek the revival of Ukrainian culture; to cement the status and consolidation of the Ukrainian language as a state language, and to promote its voluntary learning by all citizens. To foster development of the languages of national minorities and their official use in the areas densely populated by such minorities;
  • to carry out consistent policy to promote freedom of conscience, non-interference of the state into internal church and inter-confessional affairs, promotion of inter-confessional consent, settlement of the problems of church property and buildings, their recovery and usage. To create conditions for the development and reinforcement of the spiritual authority of registered churches, especially Christian.
The Party assumes that Ukraine is and will be a multi-ethnic and multi-cultural country. There are descendents of more than 100 different nationalities and ethnic groups living in Ukraine. The main objective of Party policy is the formation of an inclusive European Ukrainian political nation – a nation that encompasses different ethnic groups and ensures their equality and freedom of development.

The rights and freedoms of national minorities must be protected by the state.

The Party believes that the state must help to facilitate the interests and equal development of ethnic groups on the basis of solidarity and compromise.

The following measures will be prime areas of national policy:
  • provision of equal opportunities for the development of ethnic groups within Ukraine;
  • creation of conditions that respect cultural self-determination and development, as well as protecting the rights of ethnic groups to use their own language;
  • implementation of processes to control and regulate emigration and immigration, taking into account the national security interests of Ukraine;
  • government assistance to deportee nations and citizens.
In the area of national security and defense, the main task of the Party is to facilitate provisions for the protection of Ukraine’s national interests, while creating favourable conditions for the safe development of the state and society.

The Party’s policy in the area of national security is directed firstly at the formation of an economic security system in Ukraine.
The Party will in every possible way foster international co-operation in helping to solve global, regional and local ecological problems, especially those connected with the trans-border shipment of pollutants. Ecological education must become an integral part of the curricula for school and professional education.

We believe that the basic framework of Ukraine’s nuclear policy is its non-nuclear status, which was declared on the 16th of July 1990. At the same time, nuclear disarmament does not imply the refusal to use nuclear energy. Ukraine’s nuclear energy strategy forms an important part of the country’s energy and national security plan.

The Party’s energy security policy is oriented towards increasing levels of energy efficiency, energy independence from monopolistic sources of oil and gas supply, through to diversification of energy sources, including extension of oil and gas supply from Turkmenistan, Kazakhstan, Azerbaijan and other countries. Other key elements include employing energy-saving technology, research into alternative energy sources, and increasing investment in oil, gas and coal extraction in Ukraine.

The Party believes that the presence of modern highly-professional Armed Forces in Ukraine is an important prerequisite for securing the country’s independence.

Other separate but important priorities for the Party are the legal protection of citizens and their security, and combating criminality and corruption.
The Party believes that by implementing its national strategy to improve society and Ukraine’s economic competitiveness, the independent nation of Ukraine will become a great European country and important regional leader. But to achieve this, it must execute policies based on its own national interests alongside the interests of peace and international security, rather than by being a satellite of its neighbours or major countries. The integration of Ukraine into the European Union and mutually-beneficial co-operation with Euro-Atlantic structures is our foreign policy priority.

The Party considers that Ukraine should conduct balanced and consistent foreign policy at both regional and global levels. State foreign policy should be aimed at the accelerated, efficient and beneficial integration of Ukraine into European political and economical structures. Ukraine should become an influential player for regional development, and a leader in the consolidation and deepening of relations with countries in the Central and Eastern European region.

The Party assumes that in its foreign policy, Ukraine should follow consistently the principles of equality, mutual benefit, and democratisation. Expanding large-scale economic co-operation with its neighbouring countries, especially Russia, and the leading countries of the world (such as the USA, Germany, the United Kingdom, France, Japan, China and India) is an important long-term direction of its foreign policy.

The Party endorses initiatives to revive the collective authority and supports the activity of the UN, OSCE, and efforts to create an efficient system of collective security for Europe. Ukraine must be ready to participate in the formation of international military structures to conduct peacekeeping operations under the guidance and with a mandate from the UN.
The Party believes that it should adopt best practice by making use of the experience of prosperous countries and their political structures, while pursuing a Ukrainian development path. The Party aims to study in detail, and to apply in Ukraine, the international experience of social evolution, economic transformation, modernisation and reform. In particular it will explore the political programmes and activities of Europe’s leading national-democratic and reformist parties. Consequently, the Party regards it as important to establish close relations and effective co-operation with the West’s leading parties.

The Party is convinced that the Ukrainian nation is equipped with the prerequisites for a gradual, evolutionary transit to a fairer society. This will be achieved via the development of a socially-oriented market economy, entrepreneurship, improvement in competitiveness, and the gradual integration to the European structures.

Our Party has at its disposal vast intellectual and organisational resources; it enjoys strong public support and has a mature agenda, advocating Christian and universal values. All of these make it a uniting political force that is able to steer the citizens of Ukraine along a path of progressive societal development.

The Party is open for co-operation with all democratic political parties, public organisations and movements, and with all the citizens of Ukraine. It is open to the view of forming a wide coalition of the patriotic forces for the sake of Ukraine’s revival, prosperity and well-being. We believe in the words of the great Taras: “Will rise Ukraine. And she will disperse the gloom of captivity, illuminate the world of truth”. With this faith we will win!
